GetJar Rank explained

GetJar Rank of an application mainly depends on the number of weekly downloads. It is updated each Monday, based on application performance during the previous Mon-Sun period. Besides number of weekly downloads, there are a few other "user experience" parameters that are factored in. We do not disclose these parameters and the exact ranking algorithm in order to minimize rank manipulation.

Since GetJar Rank is not entirely based on downloads, you will sometimes see that applications having a greater number of last week's downloads are positioned lower than those with a lower downloads number. This means that other parameters outweigh the difference in downloads.
